Founded in 2017, Grassroots Alliance for Rural Development (GARD) a registered indigenous NGO based in Karamoja, Uganda. With its National head office based in Kotido. GARD’s vision is changing lives, creating opportunities; and with the mission statement of contributing to improving the quality of lives of rural communities, through local capacity development and building community resilience for sustainability.
GARD is currently in the process of establishing a Field Office in Amudat District to coordinate the implementation of a Budgeting for Gender and Equity Project (B4GE) in partnership with Civil Society Budget Advocacy Group (CSBAG) and supported by UN WOMEN.
GARD seeks to recruit one qualified individual who can work under minimum supervision as Volunteer – Project Officer and Ag. Head of South Karamoja Field Office to be based in Amuda District.
Under overall guidance of the Executive Director, the Project Officer – Gender and Equity Budgeting will be responsible for planning, implementation, monitoring and reporting for GARD Field Office project on advancing Gender Equality and Women Empowerment (GEWE) in Amudat district. S/He will ensure that the project meets its targets within the specified technical support in the planning, implementation, coordination, and reporting of field activities with the aim of advancing GEWE. The overall outcome of the project is to enhance gender responsiveness and equity in local plans and budgets.
Duties and responsibilities
i. Plan and implement activities in line with the project narrative, logical framework and monitoring frameworks
ii. Prepare periodic project reports in line with organizational and donor reporting guidelines
iii. Manage and report on finances for activities at field level and petty cash for field operations
iv. Support networks to conduct organizational capacity assessments, prepare capacity development plans
and provide the necessary support
v. Carry out project monitoring and evaluation with support from the monitoring and evaluation team,
using appropriate tools designed by the organization to keep track of project deliverables and progress.
vi. Represent GARD in steering committee meetings, review meetings and local government meetings
related to the project and relevant sectors.
Qualifications and experience
i. Applicants Must hold a Diploma/Degree in any of the following: Social Sciences, SWASA, BACE, Development studies, Gender Studies or any related field from a recognized institution.
ii. At least one year and above of relevant working experience preferably in an CBO or NGO in human rights, gender equality and budgeting, citizen voice and accountability.
iii. Ability to interpret project and program documents, and roll out the work plan
iv. Ability to work independently, with local government, civil society and local communities
v. Must be proficient in computer i.e. MS. Word, Excel, use of internet, Power point and other applications.
vi. Must know how to ride a motorcycle and possess valid permit.
vii. Must be knowledgeable of the local POKOT languages is an added advantage.
