VACANCY ANNOUNCEMENT
BACKGROUND
The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB). The REB’s
main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the
development and implementation of rural electrification projects under several sources of funding.
In order to strengthen its Human Resource Capacity to fulfil the above intention, REA is seeking to recruit
Ugandan national suitably qualified to fill the following existing vacancies:

a) POSITION: ASSISTANT PROJECT ENGINEER (APE), REA 7: 05 VACANCIES.
Purpose and Reporting:
Reporting to a Senior Project Engineer the Assistant Project Engineer will represent the Agency at the
project site, confirm the progress of construction of the Grid and ensure quality of works while liaising with
key stakeholders to ensure smooth project implementation.
Key duties:
i. Contract Management:
 Ensure submission of Contractors securities and verification by REA
 Schedule and facilitate timely site handover
 Ensure timely submission and preparation of reports, programs and key contractual
deliverables throughout the implementation period.
 Review, update and approve reports and deliverables throughout the implementation period.
ii. Supervision of construction works for quality compliance:
 Ensure supply and use of quality material as per specifications in the Contracts.
 Ensure adherence to good engineering practices with reference to the Contracts and the
engineering memorandum.
 Review and recommend approval of change orders and or instructions to avoid compensation
events.
 Ensure the contractor’s activities are monitored and controlled in accordance with
schedule, design specifications, and contractual requirements. Supervise construction work
for quality compliance
 Ensure adherence to construction standards and good engineering practices during
installation
 Undertake audit of all materials delivered to site.
 Maintain a daily work log
 Prepare test protocols, schedule and facilitate network pre-commissioning
a n d commissioning.
 Facilitate site meetings and handover of completed network.
 Report on progress and commitment and performance of the supervision consultants
 Ensure participation of key stakeholders during implementation of the project including
the local community and service providers.
 Participate in pre-commissioning and commissioning exercises for the projects.
iii. Enhance and promote the image of REA
 Participate in stakeholder meetings during implementation of projects.
iv. Project monitoring, control and quality management
 Oversee the entire value chain including suppliers, sub-contractors and key stakeholders to
mitigate any risks.
 Confirm placement of orders and delivery schedules with suppliers.
 Review and recommend approval of subcontractors in line with contractual requirements
including conducting due- diligence.
 Review and certify progress of works and subsequent payments.
 Schedule and facilitate monthly top level progress review meetings with project managers at
REA offices.
v. Supervision, monitoring and correction of defects during Defects Liability Period.
 Schedule and conduct periodic defect liability inspections/audits, generate snag list and
follow up correction of snags.
 Schedule and facilitate final defects liability inspection with all major stakeholders.
 Prepare comprehensive project closure reports
 Assess overall performance of contractors.
vi. Monitor environmental and social compliance.
Liaise with safeguards personnel to ensure that project implementation complies with
environmental and social safeguards requirements.
Required Qualifications and Experience:
• A minimum o f Diploma in Electrical Engineering.
 A diploma or certification i n project management will be an added advantage.
• Working experience of at least 3 years in power line construction.
• A valid Class-B ERA installation permit will be a must.
• Experience in project management.
• Experience of power system commissioning and maintenance practices.
• Computer literate and able to use MS Office applications for project management and report
writing.
• Must be below 40 years of age.

b) POSITION: PROJECT ENGINEERING OFFICER (PEO), REA 6: 01 VACANCY
Purpose and reporting:
Reporting to Principal Project Engineer (Construction) the Assistant Project Engineer will provide support
to the Senior Project Engineers in Supervision of Construction projects assigned in the Project Development
and Management. She/he will supervise construction of rural electrification projects for quality compliance
and shall be responsible for ensuring and enhancing quality of works and workmanship and represent the
Agency in the management of projects including liaising with key stakeholders to ensure smooth project
implementation.
Key responsibilities:
 Ensure effective contract management so that REA programs and contractual deliverables are
achieved.
 Review and update reports and implementation requirements as needed throughout project
implementation period.
 Supervise construction works for quality compliance, ensuring supply and use of quality materials
as specified in contracts.
 Ensure adherence to good engineering practices with reference to contracts and where necessary
review and recommend change orders and or instructions to mitigate compensation challenges.
 Prepare test protocols, schedule and facilitate network pre-commissioning and commissioning
 Actively participate in stakeholder meetings during implementation of the project including the
local community and service providers during implementation of projects.
 Oversee the entire value chain including suppliers, subcontractors and key stakeholders to
mitigate any risks.
 Confirm placement of orders and delivery schedules of supplies.
 Review and recommend approval of subcontractors in line with contractual requirements
including conducting due diligence.
 Conduct periodic defects liability inspections/audits, generate snag lists and follow-up correction

 Review, certify, and submit progress of works and subsequent payments thereof.

 Monitor and report any environmental and social compliance concerns.
 Facilitate handover of completed network.
 Prepare and submit comprehensive project closure reports
 Any other duties specified by the Head of Department.
Person Specification
 A Bachelor’s Degree in Electrical Engineering.
 A Master’s degree and or a Post graduate diploma in Project Management is an added advantage
 Working experience of at least 6 years in powerline construction.
 Experience in powerline construction supervision and project management
 Knowledge of power system commissioning and maintenance practice.
 Well-developed interpersonal, communication and public relations skills.
 Be willing to travel to project field areas at short notice
 Computer knowledge
 Demonstrated reporting skills
 Should not be more than 40 years old.

c) ASSISTANT PROCUREMENT & DISPOSAL OFFICER (APOD), REA 07: 02 VACANCIES
Purpose and Reporting:
Reporting directly to the Procurement Officer, he/she will provide technical support in the implementation
of procurement and disposal activities in accordance with existing procurement procedures and laws, to
ensure value for money.
Key Responsibilities
1. Handling all micro procurements
2. Advising user departments on individual procurement and disposal methods
3. Support the timely entry of data into the Government Procurement Portal (GPP)
4. Participate in development and preparation of Terms of Reference, Technical Specifications and
bidding documents for goods, services and works
5. Participate in evaluation of bids
6. Ensure proper maintenance of procurement and disposal records
7. Preparation of monthly reports and others as may be required
8. Support the Head Procurement and Disposal Unit to prepare for and coordinate procurement audit
activities
9. Prepare, administer and issue approved contracts
10. Liaise with suppliers and other stakeholders to ensure timely delivery of goods and services
11. Support any other procurement and disposal responsibilities as may be assigned from time to time, by
the Supervisor
Person Specifications:
1. An Honors Bachelor’s Degree in Procurement (or Purchasing and Supply Chain Management) obtained
from a recognized awarding institution;
2. At least 3 (Three) Years’ post graduate work experience in a busy public sector entity handling
procurement of goods, works and services
3. Must have a sound knowledge of computer applications (Excel/Word) and proficient in report writing.
4. Must be conversant with the Public Procurement and Disposal of Public Assets Act (2003), Regulations
and Guidelines
5. High level of integrity and interpersonal skills
6. Ability to work with teams at all levels
7. Ability to work under pressure and tight deadlines

d) POSITION: OUTREACH OFFICER (OO), REA 6: 05 VACANCIES
Reporting /Purpose: The Outreach Officer shall work under the supervision of the Principal Corporate and
Community Affairs Officer in the office of the Chief Executive Officer. The job will include to provide
communication support to the various Project Management teams as may be assigned. She/he through
various means conduct stakeholder engagement geared towards smooth project implementation.
Key Responsibilities:
 Plan and implement Community engagement strategies that advance the project objectives in line
with the institutional goals and mission,
 Increase community awareness of REA projects, including connections initiatives and any other
project interventions,
 Enhance community participation during project implementation through developing and growing
a stakeholder database,
 Mobilize and coordinate community involvement and support during project implementation,
 Sensitize communities on the productive use of energy, energy efficiency including health and
safety
 Develop a conflict resolution strategy and peace building processes during project implementation,
 Give marketing support to the service providers in the different service territories.
 Assist the wayleaves office in addressing disputes over wayleaves rights, land ownership and tree
cutting.
 Events management for projects including site handovers, ground-breaking ceremonies,
commissioning ceremonies in liaison with the engineering and Corporate Communications team,
 Promote and coordinate Corporate Social responsibility
 Coordinate media engagements in consultation with the Corporate Communications Team
 Work in partnership with the Social safeguards team to ensure compliance on environmental,
social development, gender concerns and community engagement component.
 Support the head of Unit in supervision duties as maybe assigned
 Carryout any other duties as may be assigned by your supervisor
Qualifications and Experience:
 Bachelor’s degree in Mass Communications and/ or Journalism, or any other Social Science but with
community engagement and mobilization experience of at least 5 years.
 At least 7 years of experience in a similar assignment.
 Demonstrate communication abilities in English and other local languages in Uganda
 Good command of new media especially social media for corporate communication.
 Master’s degree in the field related fields will be an added advantage
