Cluster Coordinator
Position: 01
Duty Station: Kalisizo
Reports To: Deputy Programs Manager
JOB SUMMARY
The position holder will be the key district liaison
officer for the project responsible for the day-today operations of the regional Cluster office. In
collaboration with DHTs, health facilities and
other stakeholders, s/he will be accountable for
ensuring that all project outputs/outcomes in the
given districts are achieved through effective
management of project inputs.
JOB RESPONSIBILITIES
• Provide leadership and overall supervision for project
teams and Cluster activities
• Offer Technical and administration oversight of
project activities in liaison with the Deputy project
Manager.
– Support Joint work planning & budgeting of the
staff in the cluster
– Support performance management (achievements
against targets Vs costs)
– Support staff administration & logistic
management in the cluster
– Carry out frequent monitoring and supportive
supervision visits to health facilities.
– Coordinate with other units including DHT and
other stakeholders within the project areas.
– Organize and participate in regular cluster review
meetings for the teams in the cluster
• Serve as a principal liaison between the district local
government and the Project. This involves:
– Supporting monitoring of the district-led
programming and sub-granting to districts.
– Attending key meetings & functions in the districts;
– Routine: DAC, DHTs, Quarterly review meetings,
DOVCCs,
– Non-Routine: Courtesy calls, Impromptu meetings
– Functions: World AIDS day, etc
– Identifying district specific needs & barriers to
implementation of district-led programming and propose /
refer them to right persons for corrective action.
– Providing technical assistance to DHTs regarding managing
of sub-grants and financial agreements.
– Coordinate and adapt lessons learned from HSS activities to
further strengthen and expand interventions to achieve the
Project goals.
– Conducting capacity building and technical assistance to the
DHT and HFs.
– Assessing compliance of the partner districts to the terms
and conditions of the partnerships.
– Overseeing the monitoring of RHSP supported CBOs in the
cluster (both technical & financial)
– Any other assigned duties in line with your role
KNOWLEDGE AND EXPERIENCE
– Bachelor of Medicine and Bachelor of Surgery (MBChB)
– Training in HIV/AIDS care and management is essential
– Training in project planning and management will be an
added advantage.
– A postgraduate degree in Public Health, Medicine, or a
management related field will be an added advantage.
– At least two years relevant experience in implementing
public Health/HIV/AIDS related projects at decentralized
level.
– Experience working with district health systems and
managing project teams.
– Excellent written and verbal communication skills.
– Knowledge of PEPFAR/US government programming
policies and regulations, procedures and practices, Excellent
interpersonal skills including the ability to work effectively
with the DHTs and HFs.
– In-depth knowledge and experience in HIV/AIDS
programming issues.
– Project planning and management skills.

Job Summary
Provide HIV related technical support to
health care workers at supported HFs in
assessment, diagnosis & clinical care of all
patients

JOB RESPONSIBILITIES
• Provide technical assistance and
mentorship for health workers in
HIV/AIDS care
• Provide continuous clinical mentoring in
all areas including reporting for all related
MoH reports
• Support and participate in a Continuous
Medical Education (CME) programs for all
staff
• Support coordination of health education
talks in HIV/AIDS related fields
• Lead and strengthen quality improvement
activities in all HIV/AIDS related fields at
all facilities
• Support referral and linkages for clients
receiving care at supported facilities
• Support HMIS and program reporting for all
supported facilities

KNOWLEDGE AND EXPERIENCE
• Diploma in medicine
• Training in clinical management of HIV/AIDS

• Registration with the Allied Health

• At least 1-year and above work experience in a

• Experience in clinical care of infants, children
and adolescents would be an advantage
• Specific experience and training in HIV
management or care
• Good interpersonal skills required
• Ability to interact productively and work in a
team environment
• Self-motivated, innovative and capable of
meeting deadlines.

Pharmacy Assistant

JOB SUMMARY
The Pharmacy Assistant will ensure
regular update of all pharmacy
records and inventory management
systems. He/she will provide
medication and other health care
products to patients and other
health workers. S/he will perform
routine tasks to help prepare
prescribed medication for patients;
and support pharmacological
services by stocking, verifying and

JOB RESPONSIBILITIES
• Ensure tracking and accountability
for all medical and pharmaceutical
products as well as related supplies
used by the health facility.
• Scheduling and participating in
stock taking exercises and prepare
monthly stock reports
• Use and regular updating of the available
Pharmacy inventory systems like RX
solution, Navision etc.
• Support forecasting and quantification of
medicines and health supplies

Accountant
Position: 01
Duty Station: Kalisizo
Reports to: Senior Accounts
JOB SUMMARY
The accountant will provide timely and accurate
support to the finance manager in all accounting
works.
JOB RESPONSIBILITIES
• To develop, enhance and implement effective
accounting SOPs including sound internal controls,
documentation, and to ensure adherence to company
financial and non financial policies/ procedures.
• To supervise the execution of tasks both in the Cash
office at kalisizo and at the Clusters by the
Cashiers/Assistant accountants and ensure proper
cash accountability and record keeping.
• To manage the Liquidity (prepare cashflow report) of
grant funds in the bank ,prepare funds download
tracker as well as accountability for previously
downloaded funds.
• To oversee and support the reconciliation of banks,
balance sheet, General Ledger and the respective
subsidiary and control accounts.
• To coordinate the overall budgeting process and
ensure that the budgeting timeline are all met.
• To demonstrate leadership and management skills,
including the ability to lead through influence and to
utilize talent and experience of finance assistants and
administrators.
• To provide technical support to the team in finance
• To manage the preparation of accurate and timely
donor reports and Management reports.
• To perform field site visits to ascertain the financial
capacity of the potential implementing partners
organizations or CBOs and prepare pre-grant
assessment reports for approval by the heads of
Grants, Finance, Programs and Management.
• To review accountabilities and other supporting
documentation to ensure adherence to financial
reporting requirements and financial policy/manual
procedures and resolve any issues arising.
• To conduct performance analysis that would support
decision making.
• To monitor performance against budget to ensure all
exceptions and variances are explained and duly
approved by the donor and the leadership.
• To provide analysis reports to aid decision making on
budget reallocations and redirections where necessary
• Preparation of audit schedules, financial reports,
responsible for audit processes, coordination with the
external auditors for all project audits.
• To support the Finance Manager and Head of finance on
supervision of finance assistants and administrators
• To provide technical support to programs and other
support departments in the use of the accounting system
and other finance matters.
• To analyze entries (for example payments,
accountabilities/actuals, JVs and any other financial
transactions) batched/entered by the assistant
accountants for accuracy and proper accounting; and
subsequently make the relevant postings.
• To review documents submitted for payment and ensure
completeness, accuracy, value for money, and ensure
compliance to donor requirements.
• Any other duties assigned by the supervisor
KNOWLEDGE AND EXPERIENCE
• The ideal candidate must hold a Bachelors’ Degree in
Finance, Commerce or Accounting from a reputable
University
• Full professional accounting qualification (ACCA or
CPA).
• Knowledge in the use of Accounting and Microsoft Office
Packages, particularly Navision.
• Good performance in mathematics at O and A level
• Minimum of 3 years’ working experience as an
accountant in a reputable organization;
• Thorough knowledge of accounting, finance principles
and procedures and attention to detail;
• A high degree of integrity and confidentiality
• Excellent oral and written communication skills
• Excellent interpersonal skills and experience as a team
player
