About us

PeerLink Initiative Uganda (PELI-U) is a non-governmental organization that works to set up and strengthen structures in communities to support children and youth. PELI-U focuses on three critical areas to the well-being of children and youth (education, health and socio-economic empowerment). We works through a community library and empowerment center model and utilizes a whole community approach of working with existing structures (households, schools, religious, political and local leadership) to collectively dialogue continuously on the roles of different stakeholders in providing quality service delivery to children and youth. PELI-U has a coordination office in Nakawa Division, Kampala District and a field office in Nyarushanje Subcounty, Rukungiri District.

Mission: To support the creation of community based strictures that address the basic needs of children and youth children i.e. education, health and socio-economic empowerment.

PELI-U seeks to recruit the following project staff positions.

 

  • Position: Programmes Manager (1)

            Reports to: The Executive Director

            Duty Station: PELI-U Coordination Office, Kampala

            Contract duration: 1 year renewable upon satisfactory performance

Roles and Responsibilities

  • Managing and implementing a performance-based monitoring system to ensure that Project targets are met.
  • Ensure that the M&E database is routinely and systematically updated.
  • Participate in resource mobilization for project activities through grant/proposal writing, identifying potential donors, reporting and building professional communication with donors, government agencies, partner organizations, NGOs and collaborative CBOs.
  • Prepare and develop annual work plan and budgets for the organization and monitor implementation of all programs run by the organization.
  • Prepare monthly, quarterly and annual program status reports for donors and the organization.
  • Carry out periodic visits to the field office (Nyarushanje, Rukungiri district) to supervise and assist in implementation of project activities.
  • Participate in designing and developing organisational policy documents and spearhead their operationalisation.
  • Participate in organisational capacity strengthening trainings organized by Donors, partner organizations, CBOs and NGOs.
  • Provide technical support to the Field Coordinator and project Officers.
  • Carry out any other duties as assigned.

 

Qualifications, Experiences & Skills:

Suitable candidate with a degree in Social Work & Social Administration, Social Sciences and Development Studies/Education. Post graduate Diploma in Monitoring and Evaluation/Project Planning and Management will be added advantage. Minimum of 2 years of relevant work experience in community development programming and demonstrates long term passion in community development. Experience of working with a youth and children focused organization is an added advantage.

 

 

 

 

 

2)      Position: Finance Manager (1)

Reports to: Executive Director

Duty Station: PELI-U Coordination Office, Kampala

Contract Duration: 1 year renewable upon satisfactory performance

 

Roles and Responsibilities

  • Participate in developing financial systems for the organization.
  • Supervise the day-to-day financial operations within the company, such as payroll, invoicing, and other transactions.
  • Formulation, revision and maintenance of accounting procedures and ensuring adherence to them.
  • Formulate and supervise all procurement procedures carried out in the Organization.
  • Contract outside services for tax preparation, auditing, banking, investments, and other financial needs as necessary.
  • Track the company’s financial status and performance to identify areas for potential improvement.
  • Review financial data and prepare monthly, quarterly and annual reports.
  • Present financial reports to board members, stakeholders, executives, and clients in formal meetings.
  • Establish and maintain financial and procurement policies and procedures for the Organization

Qualifications, Experience and Skills:

Suitable candidate are holders of a Bachelor’s Degree/Diploma in accounting, Business Administration, Economics, Finance, or a related field.  Minimum of 2 years working experience in a finance role in a recognized institution or NGO. ACCA or CPA Qualification will be added advantage. Ability to multi-task, flexible, honesty and person of high integrity is desired.

 

  • Position: Administrative Officer (1)

            Reports to: The Finance Manager

            Duty Station: PELI-U Coordination Office, Kampala

            Contract duration: 1 year renewable upon satisfactory performance

 

 

 

 

 

 

 

Roles and Responsibilities

  • Assist program staff with administrative tasks and participated in proposal writing and resource mobilization.
  • Managed and maintained proper petty cash accountability.
  • Assist in scheduling and coordinating project activities and events like exhibitions, workshops, exchange learning visits, seminars among others.
  • Carry out periodic visits to the field office (Nyarushanje, Rukungiri district) to assist in implementation of project activities.
  • Keep good record of organizational assets and products and materials.
  • Perform Human resource tasks in close consultation with the Board and Executive Director.
  • Assist in procurement of office supplies, project equipment and materials.
  • Ensure that staff salaries, NSSF payments and URA returns/payments are made on time.
  • Manage and facilitate day to day program operations.
  • Ensure that the reception area is clean and tidy. Prepare and distribute regular updates of staff contact information (address, phone number, email address, etc.)
  • Any other duties as may be assigned from time to time

 

Qualifications, Experiences and Skills:

Suitable candidate must hold a Bachelors Degree Mass communication, Organizational Psychology, secretarial studies or any relevant field. Minimum of 2 years work experience in an administrative role.   • Position: Field Accountant (1)

    Reports to: The Finance Manager

    Duty Station: PELI-U Field Office, Nyarushanje Subcounty, Rukungiri district

    Contract duration: 1 year renewable upon satisfactory performance

 

Roles and Responsibilities

  • Preparation, verification and classification of financial transactions in accordance with the laid down rules and regulations.
  • Monitor the day-to-day financial operations at the field office such as payrolls, invoicing, and other transactions.
  • Bookkeeping, routine accounting, advice and such other duties as will be necessary for the organization’s operations.
  • Oversee the production units and streamline the financial management of the units.
  • Assist in preparation and production of monthly, quarterly and annual financial reports
  • Any other duties as may be assigned by the supervisor.

 

Qualifications, Experiences and Skills:

Suitable candidate must hold a Degree or Diploma in Bachelor of Commerce, Business Administration/Education, accounting and financial management with minimum of 2 years relevant experience in a financial role.

  • Position: Field Coordinator (1 Position)

Reports to: Programmes Manager

      Duty Station: PELI-U Field Office, Nyarushanje Subcounty, Rukungiri district

      Contract duration: 1 year renewable upon satisfactory performance

Roles and Responsibilities
  • Coordination and management of all field office activities
  • Supervise all different departments operating at PELI-U field office
  • Monitor progress of project performance against set standards and prepare timely, monthly, quarterly and annual reports according to the organisation’s projects. And where necessary, additional document outcomes and impacts arising from project implementation.
  • Establish and maintain credible and productive relationships with PELI-U partners at, Subcounty, District and National levels.
  • Assist in advocacy and resource mobilisation efforts with special focus on organisational programs
  • Maintain an information flow between the head office and field office as well as PELI-U and the beneficiaries
  • Monthly updates on project implementation as per the drawn activities and outcomes
  • Ensure constant collaboration between PELI-U and local authorities in the areas of operation
  • Any other duties as may be assigned by the supervisor.

 

Qualifications, Experience and Skills:

Holds a Bachelor’s Degree in Social work and social administration, Social Sciences, Development Studies, Education and Information Technology with extensive work experience of at least 2 years in Project Management, Coordination of Rural Community Based Development Projects.  The selected candidate will be expected to be very creative, innovative, energetic, flexible and resilient and appreciate the role played by the different stakeholder in youth development work, computer literate, good speaking and writing ability in English and Rukiga/Runyankore.

  • Position: Marketing and outreach Volunteer

Reports to: Programmes Manager

Duty Station: PELI-U Coordination office, Kampala

Duration: One (1) year contract renewable upon satisfactory performance.

 

Roles and Responsibilities

  • Assist in scheduling and coordinating project activities and events like exhibitions, workshops, seminars, Get on Board with Campus Life annual event among others.
  • Spearhead Community outreaches organised for urban youth in schools and communities in areas of education and Sexual Reproductive Health.
  • Identify potential customers/clients, follow up for orders and payments from different clients.
  • Formulate and maintain the skills development production unit inventory book.
  • Carry out any other duties assigned.

 

Qualifications, Experience and Skills

Suitable candidate must hold a Bachelor’s Degree/Diploma in Business Administration, commerce, development studies or any other relevant field. Interest and passion in marketing is required. He/She must be self driven, honest and with multi tasking abilities.

 

 

 

 

 

 

 

  • Position: Project Officer – Library Scholar Reading Program

            Reports to: The Executive Director & Programs Manager

            Duty Station: PELI-U Field Office, Nyarushanje Subcounty, Rukungiri District

Contract Duration: 1 year

Job description: PELI-U is looking for an enthusiastic, hardworking, people person and organized individual for this key role. The individual is expected to commit to a one year full time and coordinate the Library Scholar Reading Program,  a program that promotes household based reading activities and focuses on empowering parents/care givers to participate in the reading activities of their children. This project is under implementation in Nyarushanje Subcounty, Rukungiri District. The Project Officer should be ready to work during weekends a time most households have set

Roles and Responsibilities

  1. Oversee the implementation of the program.
  2. Spearhead House hold based reading promotion activities in collaboration with Community Based Reading Facilitators and Household Members.
  3. Work with the Community Based Reading Facilitators and Household Members to set up a Reading Hour at home and implementing other reading activities.
  4. Train and supervise Community Based Reading Facilitators.
  5. Ensure continuous and effective communication with the Partners through email, Skype /zoom calls scheduled.
  6. Document and record household based oral interaction activities (folk tales, riddles, proverbs, games etc).
  7. Visit and coordinate weekly household visits.
  8. Visit Library Scholars at school and provide them with necessary support.
  9. Select and Sort age appropriate online reading materials in close collaboration with the Community Based Reading Facilitators, print, bind and distribute them to the Scholars and Households.
  10. Assist in preparing program materials, books and deliver materials and books to different households.
  11. Prepare monthly, quarterly, and end of project status reports for partners and the organization.
  12. Train other library staff on how facilitate reading sessions for primary school children and other early readers.
  13. Carry out any other duties as assigned.

Qualifications

A Degree or Diploma in Education with (English or Literature as teaching subjects) or a Bachelor of Arts Degree with specialization in Literature or any related field with at least 1 year experience with program coordination and management or experience of teaching children how to read.

Required knowledge, skills and abilities

Location: Kahumiro Nyarushanje field office Rukungiri district.

Duration: One (1) year contract renewable upon satisfactory performance.

Roles and Responsibilities:

  • Oversee library activities
  • Train library staff and community in library management
  • Set up rules of library use
  • Make inventory for library.
  • Oversee the secretarial work within the library
  • Set up security measures
  • Facilitate and guide school and community based reading outreaches.
  • Train and guide Volunteer Library Coordinators
  • Reporting on library activities to the Project Coordinator
  • Resource mobilisation for library
  • Dissemination information to the community regarding the library
  • Publicise library events
  • Put in place or design registration mechanism
  • Partnership and networking on behalf of the organization
  • Provide Sexual Reproductive Health education to the youth.

Qualifications and Experiences:

A degree or diploma in library management with at least 3 years experience in library management, must possess knowledge and skills in MS Office skills (Word, Excel, PowerPoint and internet), knowledgeable on how to use a scanner, photocopier printer and laminating machine, must have financial management skills.

 

 

 

 

 

 

  • Position: Assistant Librarian

Reports to: Project Coordination

Location: Kahumiro Nyarushanje field office Rukungiri district.

Duration: One (1) year contract renewable upon satisfactory performance.

Roles and Responsibilities:

  • Assist the library Coordinator in Library management
  • Monitor and guide library users
  • Register library users
  • Ensure cleanliness of the library
  • Ensure orderliness of the library
  • Manage Kigezi cultural section
  • Financial management
  • Organise cultural sessions/dialogues
  • Collect cultural art facts
  • Attend cultural events
  • Publicise library activities, services and events.
  • Report writing
  • Provide Sexual Reproductive Health education to the youth

Qualifications and Experiences:

Any relevant Diploma/A Level Certificate/ UCE with demonstrated experience in library management, community service and youth work, with good community skills and public relations, youth friendly, able to use computer (MS Applications and operations), knowledgeable about Kigezi Cultural Art facts (proverbs, history and folk tales) and very fluent in Rukiga (able to read and write).

 

 

 

 

 

 

 

  • Position: Cleaner & Child Care Taker

Reports to: Project Coordinator

Duty Station: Kahumiro Nyarushanje field office Rukungiri district.

Duration: One (1) year contract renewable upon satisfactory performance.

Roles and Responsibilities

  • Maintain general cleanliness and hygiene of the premises
  • Guide the children and care takers during their visit to the community library and empowerment center
  • Any other duties as may be assigned from time to time

  • Position: Library Volunteers (2)

Reports to: Library Coordinator

Duty Station: Kahumiro Nyarushanje field office Rukungiri district.

Duration: One (1) year contract renewable upon satisfactory performance.

Roles and Responsibilities

  • Assist the Library Coordinator and Assistant Coordinator in library management.
  • Assist in conducting school based reading outreaches.
  • Register library users
  • Assist in Book auditing
  • Assist in supervising satellite libraries
  • Distribute readers/reading materials to satellite libraries
  • Deliver books to the community based schools during the school reading outreach hour
  • Publicise library activities
  • Ensure key discipline is maintained at the library.
  • Maintain good sanitation and hygiene are maintained at the library.

 

Qualifications, Skills and Experience

Must be computer literate, atleast with a UCE certificate, resides in Nyarushanje Subcounty and ready to work under minimal supervision.
