Background: The Infectious Diseases Institute (IDI) is a Ugandan not-for-profit organisation whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development. IDI has five operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research, Laboratory services (including the CAPcertified IDI Core Lab) and Outreach. The Institute is partnering with Palladium in implementation of the United States Agency for International Development’s (USAID) 5-year ‘Uganda Health Systems Strengthening (UHSS)” project. The purpose of the UHSS is to strengthen Uganda’s health system through improved leadership and accountability for results in public and private health sectors. The Project will be implemented in the four regions of Uganda; Eastern, Central, Western and Northern.

In order to contribute to achievement of the above objectives, IDI wishes to recruit motivated and competent individuals to fill the vacancies below on a full-time basis;

Health Systems Strengthening Advisor – HRH (Code: HSSAUHSS :001)

Duty Station: Kampala General Summary: The job incumbent will lead will focus on strengthening leadership networks and Human resources for Health across the community, district, and national levels including use of hub-and-spoke method at regional referral and lower health facilities.

Responsibilities and Duties:  To build governance, management, and human resource capacity at the district level.  To strengthen leadership networks across the community, district and national levels  To functionalise the Regional Referral Hospital structure as a supervisory structure for districts and lower level health facilities for quality care provision  To strengthen Human resources for Health at district and community levels.  To build capacity at community level for improved health service delivery.  To enhance HUMC functionality for increased engagement to improve coordination, oversight of facility finance, work plans and budgets.  To provide technical support to the district health teams to enhance planning, coordination and monitoring of the district health plans, budgets, and M&E plans.  To participate in the development of training materials required to meet the training needs of the program  To participate in the development of Performance Monitoring Plans and work plans for the program  To train and mentor fellows to strengthen the governance, leadership and management capacity of the district health teams.  To participate in the development of evaluation protocols and train and mentor MoH, district and health facility staff in the implementation of program evaluations.
 To provide mentorship and coaching to DHT members to address gaps in the implementation of the HIV response.  To periodically (monthly, quarterly, semi-annual, and annual) prepare required program reports.  To advise the program on ways of improving performance using information obtained from the supported districts i.e. at health facility and community level.  To keep abreast of the updates relating to Health Systems Strengthening and provide relevant technical support to the project. Person Specifications  A Master’s degree in Public Health or a related field.  At least 5 years’ experience relevant, senior-level professional experience managing and implementing health systems strengthening programs in the areas of health governance, human resources for health management, and/or health services delivery.  Five (5) years demonstrated experience in managing and supervising health systems activities and teams.  Skill in strengthening service delivery programs, training, performance and quality improvement and monitoring and evaluation.  The ability to liaise with senior MOH officials and dignitaries, district leadership, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community;  Demonstrated in-depth understanding of Uganda healthcare system, particularly the public health system.  Ability to coach, mentor and develop technical capacity in national programs and technical staff in QI  Ability to make frequent travels to different regions of the country on project work.  Strong knowledge of health systems strengthening, data quality assurance, analysis reporting, and best practices in data dissemination and usage is required.  Knowledge of continuous quality improvement processes.  Understanding of community dynamics and management.  Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with districts, implementing partners.  Strong computer literacy especially with MS Office and other data analysis packages.  Ability to effectively gather, interpret, and report on data obtained from a variety of sources.  Ability to facilitate training workshops and meetings in a clear and concise manner to audiences with varying degrees of knowledge/experience in the area of strategic planning, community health management, and continuous quality improvement.  Ability to operate successfully in a team environment and to work independently.  Excellent communication, interpersonal and writing skills.

Regional Project officer (4 vacancies one for each region) (Code: RPOUHSS 002)

Duty Station: Kampala

General Summary: This position focuses on providing technical support and mentorship across district local governments and communities to strengthen leadership, and management of Human resources for Health.

Responsibilities and Duties:  Support district local governments in the preparation of district budgets.  Ensure programmatic decisions on UHSS best practices and innovations are clearly communicated to the intended recipients in the various districts.
 Conduct mentorship and technical support to local governments and CHWs in respective districts of operation  Map and regularly update lists of all project related data to facilitate high quality community health services provision.  Develop work plans and reports in line with timeliness agreed by line supervisors  Maintain harmonious and constructive relationship with district and community leadership structures.  Conduct routine visits to district local government work force to monitor performance, build capacity and provide mentorship.

Community Governance Specialist – HRH (Code: CGS-UHSS 003)

Duty Station: Kampala

General Summary:

He/she will provide technical assistance, capacity building, quality assurance, mentorship and support supervision in the areas of Human resources for Health and Community Health Service Delivery at district level.

Responsibilities and Duties:

 To build governance, management, and human resource capacity at the district level.
 To enhance HUMC functionality for increased engagement to improve coordination, oversight of facility finance, work plans and budgets.  To establish coordination tools and standardized referrals and links between MOH/District as well as roll out the new cadre of CHEWs.  Provide support to district personnel and project teams engaged in community education and mobilization activities.  To develop and operationalize key community workforce policy, guidelines, standards, and regulations.  To advocate and lobby GOU for adequate budget provision to support CHEWs and other community related logistics.  To strengthen integrated management and use of tools and systems for coordination and referral standardized for community services.  To build capacity of key community workforce including CHEWs.  To enhance overall support supervision and feedback mechanisms between district teams of VHTs and CHEWs  To strengthen community awareness and sensitization with information (i.e. community scorecards, key indicators) to influence change in health service delivery and quality.  Coordinate efforts to ensure required summary reports on community support activities are prepared and submitted for inclusion in project reports.  Support in documentation of best practices and challenges in regard to implemented community based activities.  Maintain electronic and hard copy filing system for community related activities
